Broome County Public Health Leader Honored with Statewide Lifetime Achievement Award

(BROOME COUNTY, NY) Carrie Horton, Director of the Community Health Division at the Broome County Health Department, has been awarded the prestigious Hermann M. Biggs Memorial Award at the 2025 Public Health Partnership Conference, held last week in Ithaca, New York. This lifetime achievement award recognizes individuals with a proven record of extraordinary contributions to public health across New York State.

Horton’s recognition comes after more than 25 years of service dedicated to improving community health, expanding access to care, and leading critical public health initiatives. From launching life-saving screening programs and mentoring future public health leaders to managing emergency responses during natural disasters and mass tragedies, Horton’s career has been marked by service, resilience, and innovation.

“This award reflects not only Carrie’s unwavering commitment to the health and safety of Broome County residents, but also the deep impact she has made statewide in the field of public health,” said a colleague. “She has consistently gone above and beyond—not just doing her job, but transforming how care and support are delivered, especially to our most vulnerable community members.”

Horton began her public health career in 1999 and quickly rose through the ranks, known for her results-driven leadership and compassionate approach. She has spearheaded numerous high-profile programs, including cancer screening expansions, tobacco cessation initiatives, and emergency preparedness planning. During the COVID-19 pandemic, while undergoing chemotherapy for breast cancer, Horton continued to lead case investigations and support the county’s most at-risk populations.

In 2023, she was promoted to Director of Community Health Programs, overseeing 11 grant programs, an Article 28 clinic, and several public health committees. Horton’s award is a testament to her decades of tireless service, integrity, and excellence in public health. Her leadership has touched thousands of lives, uplifted countless colleagues, and strengthened the health infrastructure of Broome County and beyond.
